CHAPTER Guidelines


The Council of Chapters will meet at the annual session under the direction of the Program Director to correlate, plan, and resolve matters affecting chapters. The objective of the council will be to address recommendations as how best to improve individual chapters. The council will also function as an advisory body to the President of the Phylaxis Society and will present any recommendations they deem beneficial to the operation of chapters.

The council will consist of the program director and all chapter presidents in attendance at the annual session. One member will be appointed recorder and will record minutes of the meeting. A copy of the completed minutes will be submitted to the President of the Council of 459.

PROGRAM DIRECTOR

In addition, the program director will:
     a. Stay in close contact with the presidents of the various chapters throughout the year to encourage their continued development and participation at the annual session of the Society.
     b. Devise a Recognition Program for chapters, possibly based on the Four-Bs recognition system in which four chapters will be recognized at the national convention for their achievements.
     c. The Director is a member of the Council of 459 and as such will submit reports based on the guidelines issued by the President of the Council of 459.
     d. The program director will establish programs to encourage the formation of new chapters in area where Phylaxis membership can support a chapter, and he will solicit the support of jurisdictional leaders in forming such chapters.

CHAPTER AUTHORIZATION AND ADMINISTRATION

A chapter of the Phylaxis Society may be constituted when seven or more members of the Society, all in good standing with their Masonic lodge, request an authorization to be constituted. To form a chapter of the Society, the package containing the following should be sent to the program director:
     a. A letter requesting permission to form the chapter.
     b. The proposed name for the chapter.
     c. An endorsement by the grand master of the Masonic jurisdiction in which the chapter will operate.
     d. Two copies of the roster containing the names and mailing addresses of the proposed officers and the names of the remaining charter members.
     e. A check for $100 for the authorization, made payable to The Phylaxis Society. This fee will be used to fund the operation of the Council of Chapters.
     f. Within sixty days after the authorization is issued, the chapter must send two copies of the chapter bylaws to the program director for ratification.

Chapters of the Phylaxis Society mirror the goals and purposes of the Phylaxis Society insofar as the resources of the chapter allow and insofar as such goals and purposes may be appropriate to a local chapter. It shall be a specific goal of chapters to promote goodwill toward the Society and to encourage eligible Masons to join the ranks of the Society.

Chapters of the Phylaxis Society are integral units of the Society and through their president, who serves on the Legislative Council of the Society during the annual session, have a voice in the legislation and governance of the Society. Chapters are entitled to be represented at every annual session of the Society and should make an effort to subsidize the attendance of their president or designated representative at the annual session.

Chapters of the Phylaxis Society are not study clubs and are not intended to replace or interfere with educational and instructional programs of any grand jurisdiction. Phylaxis chapters are dedicated more to historical research, seeking out historic Masonic sites, documenting the history of important Masonic figures and bodies—past and present—and publicizing important historical and literary works of Masonic interest.
